Short Sleeve Smocked Ruffle Top by Very J has a smocked neckline with elastic and can be worn on or off the shoulders. The puffed sleeves give a cutesy look to the baby doll design. The top has three layers and hits just below the hips. The fabric is soft and slightly sheer, so if you wanted, any color tank top could be worn underneath.
